In verse 27, Jesus told them, " You have heard that it was said, Do Not Commit Adultery." In verse 28 Jesus told His disciples, " But I am indeed saying to you that everyone who looks at a woman to want her has already committed adultery with her in his heart." Jesus Was teaching a deeper moral principle of the sixth commandment. Sexual thoughts and desires for someone other than a spouse violate the sixth commandment, just as well as sexual relations outside marriage do.God wants our thoughts and deeds to be Holy. To avoid falling into this type of situations we need to avoid immoral thoughts and desires, and pray seeking a pure heart. As David did after falling to the sin, of lust, he prayed, "create in me a pure heart, O God; and renew an upright spirit within me." It is in a moment of anger that we are at our most vulnerable, to the forces of evil. When Jesus spoke of anger He knew that the extremities of anger was murder, He also knew the law Of Moses, while it protected the accidental homocide, defined with additional strickness the crime of murder. It was prohibited to take refuge in the refuge city or even at the alter of Jehovah. The penalty for murder was usually called "revengers blood". The fact, that because not just one life is lost, but two in the process to justify the penalty for murder, upsetted Jesus deeply, for they were both Gods Creations and only God should have the final and ultimate say in judgement. Jesus strongly emphasises the point that we should have a clear spirit/heart before we sacrifice our gifts at the alter, the most likely reason for this, would be to put a stop to any futher disruptions to ones life through anger. (while the problem is of a small stature, lets get it fixed through The Power of Our Lord and Saviour Jesus Christ.) Jesus explains His view of the law very quickly after giving the beautitudes.(Matthew 5:17) Jesus, by explaining, expanding and exemplifying God's law, fulfilled a prophecy of the Messiah found in Isaiah 42:21: "The Lord is well pleased for His righteousness' sake; He will exalt the law, and make it honorable."The Hebrew word gadal, translated "exalt" or "magnify"(KJV) literally means "to be or become great". Jesus Christ did exactly that, showing the holy, spiritual intent, purpose and scope of Gods law. He met the laws requirements by obeying it perfectly in thought and deed, both in the letter and in the intent of the heart. How is gazing with lust like adultery?
