What was Jesus trying to teach about giving (amount, motive, attitute)?
He was teaching that God blesses a soul that gives out of love. That we do  not have to take to God our balances, but to give to Him out of our hearts.

What actions of the scribes did Jesus warn against? Do we have people who act like this now?
Jesus warned about Scribes not practising what they preach. Yes a lot of religious leaders and pastors are practising the opposite to the gospel they give their congregation. We have all heard of stories about men of God being accused of crimes like adultery, sexual abuse, bribe, and extortion of money. Everywhere in the world, these people are respected and given best position, respect, but they are always hypocrites in their true spirits.

Why does Jesus place commandments to actively love above commandments to refrain from evil (thou shall notâ€Â¦)? Note: Jesus answered with two quotations from the Jewish law about loving God (Deuteronomy 6:4), and about loving neighbors (Leviticus 19:18).
It's because a loving heart, shall not take a bribe, may not find it easy to steal, kill, commit adultery, and all sins of that sort. A person with a loving heart will always find another way to resolve a conflict peacefully, and even if this can fail, He / She can not do as much harm, compared to other people. Yes Jesus was right about this one because if the present day world we are living in had some love, it would have been a better place, and still, if our great grandfathers had chosen to live a loving life, some conflicts we are seeing now would have been avoided.
