Jesus out savior died for all mankind,the poor and the rich ,the good and the bad we are to love our enemy's and invite the ones who realy are in need of a feast.Yes Jesus believe that the lowly people are valuable ,for the kingdom of heaven belongs to such as these'

How does Jesus respond to people who desperately seek him?

Jesus turns to those who seek Him, and He either asks what the matter is, or works the miracle immediately. Jesus I think has this tendence of keeping dumb until one shows that he/she is desparate, simply because some times He wants to know if you mean business in whatever you ask from Him. But one thing I know for sure from Him, He will never say no, unless there is enough reason. and it's always for your own good.

Does Jesus believe lowly people are valuable? How valuable?

Yes. Jesus values everyone irrespective of status. He paid particular interest to the marginalised thus showing us how to accept everyone even those society label as undesirable (the lame, poor, blind, children, women, widows). He said what we do to others we do to Him, because they are made in His image(Genesis1:26).
