The Lord Jesus called " Love One another" a "new" commandment because it summarizes the whole Law of Moses into one but very effective commandment that will become a cornerstone of the Lord's teaching aside from the most important commandment,i.e.,loving God, the Father.

By calling it "new", the Lord never intended to do away with the Law of Moses, rather, the Lord Jesus was adding a new perspective to it.
