What is in the heart of the tax collector (rejected by society) that the Pharasee (religious leader) seems to lack? Repentance and humility are what is lacking in the Pharisee's heart. He fails to understand that to be a good Christian, one has to humble himself like Jesus and not have this airs that he is above all other human beings.

How would Jesus explain his statement that "The Kingdom of God is within you?" Jesus explained it as Don't be worry of when He will come for if you are sure of your self that you received HIM you will never ask when HE will come for He is within you already.
